Zsa Zsa Toms

Research analyst

Zsa Zsa Toms is an applied public health researcher dedicated to improving health equity through data-driven strategies. At Action Research, she supports the monitors of federal child welfare litigation by assessing system performance and progress toward reform commitments in several states, providing insights that inform strategic decision-making and strengthen services for children and families.

Prior to joining Action Research, Zsa Zsa worked with the Poughkeepsie Mothers Project, where she developed a nutrition education course for WIC- and SNAP-eligible mothers with pre-existing conditions such as diabetes, preeclampsia, and hypertension. She designed a program supporting culturally relevant and dual-language health education to promote long-term community health. Her master’s thesis examined the relationship between social vulnerability and COVID-19 vaccine hesitancy, using spatial analysis to explore geographic and sociodemographic variations in vaccine uptake.

Zsa Zsa holds a B.A. in Urban Studies and Economics from Vassar College and an MPH from the Columbia University Mailman School of Public Health, with a concentration in Sociomedical Sciences and Health Promotion Research.
