Foster Youth Strategic Initiative

The Foster Youth Strategic Initiative, funded by the Conrad N. Hilton Foundation, is focused on improving education and employment outcomes for transition age foster youth ages 16-24. This initiative focuses on three strategic objectives: strengthening systems and policy, expanding and sharing knowledge with the field, and advancing innovative programs. Partnering with Child Trends, Action Research is the NYC lead for the Hilton Foundation’s Monitoring, Evaluation and Learning team. In 2018, we produced several policy briefs reporting on the state of NYC child welfare in 2018, and general trends among NYC youth in education, reproductive health, employment, and more. In each of these briefs, Action Research examines the metrics used to measure progress for youth, assesses trends in the general youth population, and highlights specific developments and circumstances that apply to youth in foster care. These briefs will set the stage for learning how the Hilton Foster Youth Initiative changes the NYC transition age foster youth landscape over the next few years.
